The story

Aragon, a region of rugged plains in northeastern Spain, is changing rapidly as technology companies build facilities for the artificial intelligence industry. Excavators are reshaping the land for large data centers, which store and process the information needed by digital services.

Amazon Web Services has promised to invest almost $40 billion in several data center complexes in Aragon. One planned site would cover an area comparable to 600 American football fields. Microsoft and asset management company Blackstone have also reached agreements to develop facilities there. Local authorities have approved dozens of projects involving major U.S. technology companies and other businesses.

The regional government supports the expansion and describes Aragon as the “Virginia of southern Europe,” referring to the U.S. state known for having a high concentration of data centers. Officials believe the projects can create jobs and place the region at the center of an emerging economy connected to artificial intelligence. Eva Valle, the regional government's economic counsellor, said that it is difficult to predict all the activities this new economy may generate, but she expects them to arrive.

The plans are controversial, however. Aragon is already suffering from drought, while data centers require significant amounts of energy and water to operate. Many residents and activist groups say the developments could produce an environmental crisis and alter the character of local communities.

The debate is taking place as some countries introduce rules to limit data center growth. Spain's national government is also considering new restrictions, while Aragon's regional authorities continue to welcome the investment. The region must therefore balance possible economic benefits with concerns about water, energy, and the long-term impact on its landscape and inhabitants.

  4. Why are residents and activist groups concerned about the projects?
  5. What challenge must Aragon's authorities ultimately address?

Opinion questions

  1. Do the promised jobs and investment justify expanding data centers in Aragon? Explain your position.
  2. Which concern seems more serious in this situation: water use, energy use, or changes to local communities?

Further discussion
